It's long enough that pure reaction speed stops being the whole story, but short enough that fatigue hasn't set in yet, so it's a genuine snapshot of your natural clicking speed at full effort. Most people land between 6 and 10 CPS here using a normal index-finger click; jitter clickers often push past that.
If you want a number to actually track improvement against over time, this is usually the one worth returning to.

A very high sustained rate for 5 full seconds. Typically only reached with practiced jitter, butterfly, or drag-assisted clicking.
Five seconds is long enough to compare regular clicking against jitter or butterfly technique meaningfully, since both need a couple of seconds to actually kick in and pull ahead of a relaxed single click. It's usually still too short to reflect a real drag-clicking session, though. Drag clicking is built around a repeatable motion held over much longer stretches, so testing it here mostly shows whether you can trigger it, not whether you can sustain it.
